“Ensure the basic human rights of border villagers at the India-China border”, National Human Rights Commission (NHRC) directs Centre, Arunachal Pradesh Government

The National Human Rights Commission (NHRC) has passed an order to the Center, the Chief Secretary, Government of Arunachal Pradesh as well as the Secretary, Ministry of Home Affairs (MHA) Government of India (GOI), and directed them to ensure the basic human rights of six hundred villagers residing at India-China border. The NHRC passed the order while dealing with the petition filed by noted human rights activist and Supreme Court lawyer, Radhakanta Tripathy's. The petitioner alleged that the villagers in Arunachal Pradesh, based along the international border with China, are deprived of basic amenities like all-weather roads, potable drinking water, Anganwadi centers, playgrounds, schools, health care centers and avenues for physical activities and recreation of the villagers.

A notice was issued by NHRC to the Chief Secretary, Government of Arunachal Pradesh calling for a report to be submitted during open hearing of the Commission held at Itanagar Arunachal Pradesh on May 25, 2018. There were considerable difficulties and financial constraints observed within the report submitted by the then Special Secretary, Planning. So, the NHRC transmitted the report of the State to the Secretary, MHA, GOI, for consideration and submission of the report. Also, current status in the matter was asked to be submitted by the Special Secretary, Planning and Investment Division, Government of Arunachal Pradesh.

The other report submitted by the Secretary, Planning and Investment, Government of Arunachal Pradesh stated that the State Government is making every effort to develop infrastructure in border areas. The report submitted by the Government of Arunachal Pradesh as well as Government of India, from time to time before the NHRC reflects that both the Central and State governments are taking up initiative to address the issue raised by the petitioner. Various development schemes and projects have been undertaken by the concerned government to develop the infrastructure in the border area and provide amenities to the inhabitants.
